A FAST-FOOD worker yesterday escaped a prison term and caning for having snatched a bag of lingerie from a woman.

A psychiatrist’s diagnosis of Lim Koon Yaw, 23, as harbouring a fetish for women’s undergarments was instrumental in the charge being stepped down from one of snatch theft – punishable with at least a year in jail and caning – to theft, for which the penalty is a fine and/or a jail term.

Lim thus pleaded guilty to theft and was fined $500.

In the report dated July 4, Dr Jerome Goh of the Institute of Mental Health stated that Lim had, since the age of 12, squirrelled away women’s bras and panties in his room, and become sexually aroused when he imagined women wearing them.

Community Court Judge Soh Tze Bian, deeming him a first offender, decided that a fine would be appropriate.

Lim, previously brought to court for housebreaking, was given a 11/2 year probation stint in 2006, which he successfully completed. This was therefore not considered as a previous conviction.

His parents, a forklift driver and a part-time newspaper vendor, paid the fine.

The court heard that Lim was helping his mother at her news-stand in Jurong West on March 31 when he saw a woman buying lingerie at a nearby shop. He followed the 21-year-old and grabbed her plastic bag containing $57 worth of undergarments as she waited for a lift at a block of flats in Jurong West Street 42.

A passer-by saw her crying and called the police.

At 8pm the same day, she saw Lim at the news-stand. He fled when he saw her approach him with her boyfriend. Bystanders joined in the chase and saw Lim run into a flat. When the police arrived, Lim returned the stolen items.

His lawyer A.P. Thirumurthy asked for a fine to be imposed, saying his client was undergoing treatment for his problem and was unlikely to re-offend.

Mr Thirumurthy added that Lim was showing promise in his job at a fast-food outlet and was being considered for promotion to assistant manager.

TS really got nothing better to post then to keep reporting what's in the news. His points is already in the neutral which can turn red any moment yet he's still persistent. He couldn't even qualify as a reporter as he's only reporting 2nd hand news. :(
