Facial place selling massage packages without massage license

Asking for advice.
If a facial place without massage license. Sell massage packages. Can ask for refund?

Is it considered fraud?

If complain to case or log a police report. Can get refund?

Packages used like half. But they already got caught. So now don’t dare do massage. Now want to change the massages to facial packages.

So I wanted to get refund.

But dunno what’s the best way.

You can try to get a refund. Maybe you will succeed. Chances are these type of fly by night joints will not refund. Then how? Complain like mad also won't get back money. Then how? The next best thing is to do the facials. At least your money is being converted to a service and hopefully you can still get your HJ during the facial. Also be thankful they didn't suddenly close the shop. Then it will be total loss for you.

Just don't top up the package or spend any more unnecessary money there. I spoke to a lady doing facial business recently. I asked her how is business after the heightened alert and how many clients she service daily. She just laughed and said the facial business cannot be measured by how many facials she does daily. It is not do more, earn more. Their main income is selling packages. Packages provide them with a big upfront income which they can use to pay off this month's rent, wages etc. Many who signed up for the packages do not use up their entire package. Some packages may have deadlines too. If you never use finish before the deadline then too bad.
